A jobseeker over 55 in France receives the ARE (allocation d'aide au retour à l'emploi, the main unemployment benefit) for longer than a younger worker, and sometimes right up to a full-rate pension. Banks rarely lend on that income alone, but they are more open when the benefit runs until your retirement date and your future pension is known. For loans already signed, the priority is adjusting the repayments.
Unemployment among older workers lasts considerably longer on average than for other age groups, and stable re-employment becomes scarce after 58. Yet many people made redundant or leaving under a rupture conventionnelle (a negotiated termination) hold real assets: severance pay, employee savings that can be released, property, or a plan to start a business.
How long the ARE lasts and the bridge to retirement
For contracts ending since 1 April 2025, and with the reduction coefficient currently applied, the maximum benefit period is 548 days before 55, 685 days at 55 and 56, and 822 days from 57 onwards. The 30% reduction from the seventh month applies only under the rules for people under 55.
Payments stop once you meet the conditions for a full-rate pension. There is also a mechanism to keep benefits running until that point for claimants who have reached a threshold age, which is rising by year of birth: 63 for those born in 1964 and 63 and three months for those born in 1965. It requires, among other things, a year of continuous benefit and a minimum number of pension quarters.
The net amount cannot fall below €32.13 a day, and a 3% deduction funds complementary pension rights. These rules change regularly with each unemployment insurance agreement, so print your own notification of rights: that is what the banker or broker will read, not the general tables. If you worked in another EU country, those periods can count towards your entitlement; ask France Travail, the public employment service, how they are treated.
What each resource is worth to a lender
| Resource | How it is counted | Condition for it to count |
|---|---|---|
| ARE | Little or not at all as a rule | Remaining entitlement covers the loan or reaches retirement |
| Redundancy or termination payment | Treated as a deposit or savings | Funds visible and not committed |
| Future pension | Counted if an official estimate is supplied | Retirement close and amount documented |
| Partner's income | In full | Stable contract |
| Rental income | Partly, often 70% | Leases and tax notices |
Loans you are already repaying
If your borrower insurance includes job-loss cover, check it straight away. It is uncommon, comes with a waiting period and a deductible, and often excludes negotiated terminations or anyone over 55. Even when it pays, it covers only part of the instalments for a limited time.
Otherwise, contact the bank before any payment is missed. Many contracts allow instalments to be modulated or a few to be deferred. A court can also grant a grace period of up to two years on a loan under the Civil Code. A debt consolidation stretches the term and lowers the monthly payment, provided it is negotiated while your account is still in good order.
Action plan for the three months after the contract ends
- Register with France Travail promptly and check the exact length of your entitlement.
- Request your global indicative pension estimate to find out the date of your full-rate pension.
- List your loans, their insurance and any clauses allowing modulation or deferral.
- Release your employee savings if needed: the end of an employment contract is a ground for early release of a PEE.
- Meet your bank with a forecast budget before the first difficult month.
- If you plan to start a business, compare keeping the monthly ARE with taking the ARCE lump sum.
Worked example: Bernard, 61, made redundant
Bernard, born in 1965, earned €2,800 net as a workshop manager. His benefit comes to about €2,000 a month. With 822 days of entitlement he will be paid until about 63 and three months, the threshold age for his generation, so, if he meets the other conditions, his benefit can continue until he qualifies for a full pension. He repays €320 a month on his car and €150 on a revolving credit line.
Those repayments take 23.5% of his benefit. To leave himself some slack, he consolidates both loans, €14,000 in total, over seven years; the new instalment is around €215. The broker shows the lender his statement of rights and his €1,900 pension estimate. His debt ratio falls to about 11%.
Mistakes to avoid after losing a job past 55
- Waiting for the first missed payment before telling the bank: listing on the FICP (the Banque de France register of repayment incidents) follows characterised arrears and then closes most doors.
- Using revolving credit to top up the benefit: the debt grows with no prospect of repayment.
- Spending the severance pay before counting the months to retirement.
- Signing a loan just before the contract ends while hiding the announced redundancy: the false declaration can be held against you.
- Ignoring your career record: missing quarters push back the full-rate pension and lengthen the period without stable income.
Starting a business: loans and seed capital
The ARCE pays 60% of your remaining benefit entitlement in two instalments, which often provides the personal contribution a banker expects. Business loan brokers then look for finance for equipment, premises or stock among their partner banks. Honour loan networks and business microcredit complete the plan for small projects.
At 58, a successful new business brings in income that can later be combined with your pension under the cumul emploi-retraite rules for working while retired. The business loan must stay proportionate, though: a large personal guarantee puts your assets at risk just when you should be protecting them.
When the situation becomes untenable
If benefit no longer covers your outgoings, an over-indebtedness application to the Banque de France is free, freezes enforcement once declared admissible and can lead to a plan of no more than seven years. Supported personal microcredit can also fund a back-to-work project such as a driving licence or a training course. The complementary pension funds occasionally help people made redundant too. For readers with a UK work history, remember that a UK State Pension is a separate entitlement, payable from the UK pension age whatever happens to the French timetable.
Frequently asked questions
Can I get a mortgage at 60 while unemployed? Without a co-borrower it is exceptional. Approved files usually combine a large deposit, a short term and a documented future pension that covers the instalment at less than 35% of income.
Can unemployment benefit be seized? Yes, like a salary, within the limits of the legal scale. An amount equal to the RSA for a single person always remains available in your bank account.
Should I choose the ARCE or keep the monthly benefit? If the business will generate income quickly and needs investment, the ARCE provides capital. If the early months are uncertain, keeping the monthly ARE protects the budget, especially close to retirement.
Does a negotiated termination give the same rights? Yes for the ARE, after the waiting period calculated on above-statutory severance pay and paid holiday. It does not, however, trigger some job-loss guarantees in loan insurance, which require a dismissal.
