You can borrow without going through a bank at any age. For people over 60 in France, five routes are dependable: the pawn loan, personal loans from a Crédit municipal, an advance on a life insurance policy, a microloan arranged by a charity, and a family loan set down in writing. Each one answers a different kind of need.
These options mainly help retirees whom a bank has turned away because of age, a payment incident or a modest income. They also suit people who do not want to switch banks or take out yet another product. They are not all free: costs and guarantees vary a great deal, so compare them before choosing. Expatriates who have kept their main accounts in the UK or the US, and therefore have little history with a French bank, often find these routes easier than a standard application.

The Crédit municipal: a public lender with a social remit
France's Crédits municipaux are public institutions combining credit and social aid. The one in Lyon, founded in 1810, offers only instalment loans, with no account to open and no membership fee, and it accepts terms running until the borrower turns 85, whereas most banks stop at 75. Repayments are simply collected by direct debit from your usual bank account.
Pawning an item for cash today
At the Crédit municipal de Paris you can obtain from 30 euros against jewellery, a watch, silverware, an instrument or a painting, with no proof of income. The loan is repaid over 1, 6 or 12 months and can be renewed by paying the interest and storage fees. If you do not repay, the item is auctioned and any surplus, the boni, is paid back to you.
Paulette's 1,200-euro boiler bill
Paulette, 69, must pay a 1,200-euro boiler repair. She leaves a chain and two 18-carat gold bracelets weighing 30 grams. At 45 euros per gram of 18-carat gold, the rate used by the Crédit municipal de Lyon since April 2026, the loan can reach 1,350 euros. She repays over six months and collects her jewellery.
Borrowing against your life insurance
A French assurance-vie policy lets you ask the insurer for an advance (avance): the insurer lends you part of your savings, with interest, without you cashing in the policy. The tax advantages and the age of the contract, which matters for French tax, are preserved, and no proof of income is required. The advance must be repaid, usually within a few years; otherwise it is deducted from the capital when the policy pays out.
Why an advance beats a withdrawal
A partial withdrawal (rachat partiel) takes money out of the policy for good and may trigger tax on the gains portion. An advance keeps the savings invested. For a 74-year-old who needs 10,000 euros for works and plans to repay from the sale of a car, the advance is often the cheapest solution.
Microcredit: a bank loan arranged by a charity
A personal microloan is granted by a partner bank, but the file is built by a charity, a CCAS (municipal social welfare office) or a Crédit municipal, which meets you and supports you throughout. For an older person it is often the only way to obtain a loan after a refusal. The Adie, for its part, funds transport to get to work and small business creation, including for retirees.
Lending between relatives, done properly
A son, daughter or friend can lend without interest. Draw up an acknowledgement of debt (reconnaissance de dette) stating the amount, repayment schedule and date; above 1,500 euros, written proof is the rule under the Civil Code. A loan of more than 5,000 euros must be declared to the tax authorities on form 2062, which prevents it being reclassified as a gift.
Picking and securing the right solution
- Decide whether the need is one-off and urgent (pawn loan, advance) or a project of several thousand euros (Crédit municipal, microloan).
- Have your valuables appraised free of charge at the nearest Crédit municipal before deciding anything.
- Ask your insurer how much advance your policy allows and at what rate.
- For a microloan, contact your CCAS, the Udaf, Crésus or the Crédit municipal, which will prepare the file.
- For a family loan, write the acknowledgement of debt in two copies and declare it if it exceeds 5,000 euros.
- Compare the total cost: interest, storage fees, arrangement fees and, at a Crédit municipal, the price of insurance.
Pitfalls once you leave the banking system
The first is answering an online or social media advert for a loan between individuals: these are almost always scams asking for fees before any money is paid. The second is letting a pawn loan fall due without renewing it, which leads to the item being sold. The third is lending or borrowing within the family without anything in writing.
Spotting a credit scam
A genuine lender never asks for an upfront transfer to cover insurance, notary or release fees. Every institution granting credit in France must be authorised, and the list can be checked on REGAFI, the official register of financial agents. In doubt, call the Banque de France or a Point conseil budget before sending a single document. English-language offers claiming to be French lenders deserve particular suspicion.
When a Crédit municipal says no
For its personal loans, a Crédit municipal checks creditworthiness just as a bank does: an already unbalanced budget or a listing on the FICP, the Banque de France register of loan repayment incidents, can lead to refusal. A pawn loan remains possible, as does a referral to its budget support service.
When no loan is needed at all
A grant from your pension fund, emergency help from the CCAS, a payment plan negotiated directly with the energy supplier or the Fonds de solidarité logement often settle a one-off debt without any credit. For home adaptation works, public housing grants for older people cover a large part of the bill.
Non-bank credit: frequently asked questions
Is a pawn loan available at 85? Yes. There is no age limit: you need only an identity document, proof of address and the item itself.
Do I have to be a customer to borrow from a Crédit municipal? No account is required; the instalments are taken from your account at your current bank.
Can my insurer refuse an advance? Most contracts provide for advances, but there is no legal obligation. Some unit-linked policies restrict them, so check the general terms.
Is an interest-free family loan legal? Yes, provided it is genuinely repaid. Otherwise the tax authorities may treat it as a gift, taxable beyond the allowances.
Can I pawn jewellery if I do not live in France? The Crédit municipal asks for an identity document and proof of address; a non-resident should call the branch first to check which documents it accepts.
