In Morocco, a retiree's best route to a loan usually runs through the pension fund. The CMR (Caisse marocaine des retraites, for former civil servants), the RCAR (for former staff of public bodies), the CNSS (the private-sector social security fund) and the CIMR (the supplementary private-sector scheme) have agreements with consumer finance companies that take the monthly repayment straight out of the pension. That arrangement reassures lenders and makes borrowing possible well beyond 65, with ceilings that fall as you get older.
The legal framework rests on Law 31-08 on consumer protection, which requires a written prior offer and a withdrawal period, and on the maximum conventional interest rate (taux maximum des intérêts conventionnels, TMIC) published each year by Bank Al-Maghrib, the central bank. For 1 April 2026 to 31 March 2027 the ceiling is 13.21 %. This page is for English speakers with a stake in Moroccan credit: Moroccan-born families abroad, dual nationals and foreign retirees who have settled in Marrakech, Agadir or Tangier.
Deduction at source: how Moroccan pensioners get credit
Deduction from the pension is what sets the Moroccan market apart. Rather than debiting a bank account, the fund withholds the instalment before paying the pension. The risk of non-payment becomes small, which explains lower rates and high amounts. The trade-off is that the payment cannot be paused: there is no skipping a month when money is tight.
Agreed offers for CMR and RCAR pensioners
Wafasalaf lends CMR pensioners between 3,000 and 350,000 dirhams (DH) before age 65, and up to 300,000 DH after that, over 6 to 60 months. For former staff covered by the RCAR the ceiling is 250,000 DH, cut to 150,000 DH after 65, and repayment must be complete by 75. The number of consumer credit files a pensioner may have open at once is also capped.
What a 40,000-dirham loan actually costs
Fatima, 66, a former primary teacher, receives a CMR pension of 7,500 DH a month. To renovate her kitchen she borrows 40,000 DH; the example published by Wafasalaf shows roughly 860 DH a month over 58 months. That is 11.5 % of her pension, and the loan will be cleared before she turns 71, leaving her room for an unexpected health bill.
Key ceilings and figures for 2026
| Parameter | 2026 value | Source |
|---|---|---|
| Maximum conventional interest rate | 13.21 % (April 2026 to March 2027) | Bank Al-Maghrib |
| CMR agreed loan | 3,000 to 350,000 DH, 300,000 DH after 65 | Wafasalaf |

| Consumer credit in a seniors' bank pack | Up to 83 months | Bank Of Africa |
| Housing microcredit | 1,000 to 48,000 DH over 6 to 48 months | Al Amana Microfinance |
The TMIC is a legal maximum, not the rate you will be charged: agreed pension-deduction offers sit well below it. Always compare the effective global rate (taux effectif global), which includes arrangement fees and insurance, rather than the headline nominal rate.
Who lends: banks, finance houses and participative banks
Three kinds of lender operate side by side. Specialist finance companies such as Wafasalaf, Eqdom, Salafin and Sofac dominate consumer credit and the pension fund agreements. Commercial banks, including Attijariwafa bank, Banque Populaire, Bank Of Africa, CIH and Crédit du Maroc, grant mortgages and personal loans to pensioners who bank with them. Participative banks offer Mourabaha, an Islamic-finance sale with a fixed margin.
Seniors' packages at commercial banks
Bank Of Africa reserves its Solutions Seniors package for Moroccan residents aged 64 and over who receive a pension. It bundles an account, a card, medical assistance and a consumer loan repayable over up to 83 months. Having your pension paid into a bank remains the simplest way to negotiate a preferential rate or a home loan there.
Participative banks and Mourabaha
Since Law 103-12, participative banks such as Umnia Bank, Bank Assafa and Al Akhdar Bank, along with the participative windows of the big banks, have financed homes and vehicles through Mourabaha. The bank buys the asset and sells it to you at a margin fixed in the contract for good. For a retiree, the constraint is the takaful insurance required, whose age limit varies by provider.
Mortgages and the end-of-loan age
For a property purchase, Moroccan banks focus on your age at the last repayment more than your age at signature. A 62-year-old will get 12 or 15 years more readily than a 70-year-old. A first-ranking mortgage and borrower death insurance, supervised by the ACAPS (the insurance and social security regulator), are required as a matter of course.
Applying for finance: the sequence that works
The file is lighter than in Europe because the pension fund confirms the pension itself. You still need to sort out insurance early and check your existing loans, which the lender will look up with the credit bureau.
- Obtain your pension certificate and affiliation number from the CMR, RCAR, CNSS or CIMR.
- List your current loans and work out how much of your pension is already committed.
- Run a simulation with at least two agreed lenders and compare the effective global rate.
- Complete the application with your national identity card and proof of address.
- Read the prior offer, then sign the pension deduction order and the insurance form.
- Keep the repayment schedule and check the first deduction on your pension slip.
The refusals pensioners meet most often
Having too many files open tops the list: the agreements set a maximum across all lenders combined. Next come the end-of-loan age, a pension already reduced by an earlier assignment, and a repayment incident recorded with the credit bureau. Before applying, request your credit report and pay off the small loans that clutter your history.
Where to turn in a dispute
If a lender will not give you the prior offer or adds fees that were never agreed, start with a written complaint to its customer service. If the answer does not satisfy you, the Centre marocain de médiation bancaire (the Moroccan banking mediation centre) reviews disputes between customers and credit institutions free of charge.
Moroccans and foreigners whose pension is paid abroad
A Moroccan living in Europe on a foreign pension has no access to CMR or RCAR deductions. Banks do, however, run offers for Moroccans of the world (Marocains du monde): foreign-currency accounts, property finance based on foreign income and files handled remotely. The income is converted cautiously and a larger deposit is often asked for. A British or other foreign retiree living in Morocco on a UK pension is in a similar position: the pension-deduction products are closed to them, and any bank loan will normally require the pension to be paid into a Moroccan account, a property guarantee and proof of residence status.
Options for a small pension
When the pension cannot support a standard loan, several routes can still meet a modest need.
- Al Amana's housing microcredit, open to pension holders, to extend, tile or connect a home to utilities.
- Regional microfinance associations, for amounts of a few thousand dirhams.
- The social welfare foundations of former public employers, which offer advances to retirees.
- Instalment payments at a retailer, provided you check the true cost first.
Borrowing in retirement in Morocco: common questions
Until what age can I borrow on an RCAR pension? The agreed offer requires repayment to be finished by 75, so at 70 the longest term is about five years.
Does a CNSS pension give the same access? The principle is similar, but terms depend on the agreement specific to each fund and each lender. Ask for the relevant grid before comparing.
Can I consolidate my loans when I retire? Pension-deduction offers often exclude refinancing. You will need a bank willing to take over the outstanding balances.
Does the interest ceiling apply to participative banks? Mourabaha involves no interest in the strict sense. Compare the margin and the total cost, both of which must appear in the contract.
Is death insurance required? Yes, in nearly every case. Its price rises with age, so check that it is built into the effective global rate you are shown.
